Pochata Plains Nation External Relations

The position within the Pochata Plains Nation that some countries refer to as a Foreign Minister is for us the office of Speaks-With-Others.   See the information on our government (above "Now" menu item) for where Speaks-With-Others fits into our organization.

Speaks-With-Others Susan Ninedaughter typically travels to a nation wishing to develop diplomatic ties with Pochata, taking with her a person to leave behind as her representative.   Such representatives are the embodiment of her person and authority, and are referred to as Avataris.   The term carries no mystical significance, other than the unusual degree to which they are permitted to forgo normal consensus-negotiation.

Pochata accepts representatives of other nations - ambassadors or consuls-general - as the equivalent of Avataris.   Though an ambassador may carry less authority than an Avatari, no one in Pochata is disturbed by one deferring matters to his superiors with an "I'll get back to you".   That's just business as usual in Pochata.   Once in Pochata, ambassadors deal with Speaks-With-Others directly.   Her small staff deals more with trade matters.

Private individuals or corporations are permitted to deal with like foreign entities directly, upon application to Speaks-With-Others for permit (which is typically awarded quickly).   Holds-Many-Purses and assistants may of course be involved, exacting the equivalent of tarriffs and import-export duties.

Embassies or corporate offices may be located wherever the visitors like.   Pochata has no fixed capital - the leaders meet wherever and whenever convenient.   Outland representatives wishing to meet with one particular leader need to arrive in Pochata prepared to travel.   Foreigners used to cities often select one of the two largest Eastern towns, (cities, actually; except all large settlements in Pochata are termed towns) Nictona and Holomodantu, or one of the two largest Western towns, Chic' maggia and Ocontee.

Avataris serve at the wishes of Speaks-With-Others.   They may be recalled, assigned, or swapped around at her whim.

As noted in the Caretaker Declaration of the Pochata Plains Nation, we do not need nor do we seek alliances, but we are willing to talk with any friendly brother nation.
